Cost allocation assessment: The North Shore Busway bus stations
North Shore City Council (February 2008)
Ascari produced a development contributions cost allocation assessment of the drivers of the North Shore Busway bus stations project. This assessment was intended by the Council to address the issues raised by the High Court decision in the Neil Construction case. To achieve this, Ascari used travel time data to address both benefit and causative factors in a single ‘multi-drivers’ assessment. This assessment was used as a basis for ongoing discussions between North Shore City Council and the plaintiffs in the Neil case.
