Literature reviews: The following two literature reviews gave Ministry of Economic Development officials an understanding of the important role cities play in the global economy along with Auckland’s critical role in achieving New Zealand’s economic transformation objectives.
Cities – engines of growth in the global economy

This paper reviewed academic and institutional literature that demonstrated that in an increasingly global and interconnected economic world, cities are key economic areas. This is because they boast a higher proportion of skilled workers, high capacity infrastructure, a large population that consumes goods and services, and amenities that attract skilled workers to live there. Cities also support agglomeration processes, and typically provide a conducive environment for innovative activities given their demographic and industrial diversity.
Developing successful cities – policy options for government
Ministry of Economic Development (October 2007)
This paper canvassed, in the light of overseas experience, a range of possible roles for the government in developing successful city economies. Possibilities included using public-private partnerships to fund infrastructure, supporting the establishment of technology parks, supporting the efficient development of regional innovation systems, and forming urban coalitions. We also discussed the need to carefully consider the intervention logic for public sector participation.
